Forty years ago, in May 1968, the submarine USS Scorpion sank in mysterious circumstances with a loss of ninety-nine lives. The tragedy occurred during the height of the Cold War between the United States and the Soviet Union, and it followed by only weeks the sinking of a Soviet sub near Hawaii. Now in All Hands Down, drawing on hundreds of hours of interviews, many with exclusive sources in the naval and intelligence communities, as well as recently declassified United States and Soviet intelligence files, Kenneth Sewell and Jerome Preisler explain what really happened to Scorpion.

In January 1968, a U.S. intelligence ship, USS Pueblo, was seized by North Korea. Among other items, the North Koreans confiscated a valuable cryptographic unit that was capable of deciphering the Navy's top-secret codes. Unknown to the Navy, a traitor named John Walker had begun supplying the Navy's codes to the KGB. Once the KGB acquired the crypto unit from the North Koreans, the Russians were able to read highly classified naval communications.

In March, a Soviet sub, K-129, mysteriously sank near Hawaii, hundreds of miles from its normal station in the Pacific. Soviet naval leaders mistakenly believed that a U.S. submarine was to blame for the loss, and they planned revenge. A trap was set: several Soviet vessels were gathered in the Atlantic, acting suspiciously. It would be only a matter of time before a U.S. sub was sent to investigate. That sub was Scorpion. Using the top-secret codes and the deciphering machine, the Soviets could intercept and decode communication between the Navy and Scorpion, the final element in carrying out the planned attack.

All Hands Down shows how the Soviet plan was executed and explains why the truth of the attack has been officially denied for forty years. Sewell and Preisler debunk various official explanations for the tragedy and bring to life the personal stories of some of the men who were lost when Scorpion went to the bottom. This true story, finally told after exhaustive research, is more exciting than any novel.

Controversy has steadily shadowed the 1968 sinking of the U.S. nuclear submarine Scorpion. The navy's official version of accidental sinking on a routine mission was challenged by allegations that the Scorpion was in fact torpedoed while shadowing a Soviet task force. Further rumors indict the spy John Walker for providing confidential codes to the Soviets, enabling them to track the submarine. Yet another account purports that the Soviets destroyed the Scorpion in retaliation for the sinking of one of their own subs. The two navies eventually called a truce rather than risk further disrupting relations. Sewell, a submarine veteran, and Preisler, a writer of techno-thrillers, add little new evidence in their version of the story; their new data is unfailingly familiar and they never succeed in making a persuasive case for the conspiracy and cover-up they claim occurred. Instead, Sewell and Preisler devote more time to anecdotes about the Scorpion's crew and their families and little vignettes of the routines on board a nuclear sub. What is undeniably useful is the book's demonstration of the high numbers of accidents between ships and aircrafts that were accepted as routine during much of the Cold War. About the Author

Kenneth R. Sewell

Kenneth R. Sewell is a nuclear engineer and a U.S. Navy veteran who spent five years aboard the USS Parche, a fast attack submarine that was the Navy's most decorated ship. Parche conducted a number of special operations, some of which were revealed in Blind Man's Bluff. Since leaving the Navy, Mr. Sewell has held both Department of Defense and Department of Energy security clearances. In researching Red Star Rogue, Mr. Sewell had access to recently declassified intelligence files in the U.S. and Soviet military archives that were opened after 1991, among other sources. A New York Times bestseller, Red Star Rogue has been optioned for film by Warner Brothers.

Jerome Preisler is the author of more than twenty books, including the bestselling Tom Clancy's Power Plays series. He is also a baseball commentator whose work appears on the New York Yankees' YES Network Online.

An interesting story if true, this book tells an ...

An interesting story if true, this book tells an interesting tale of cold war intrigue. In short, it tells the story of the loss of a navy sub, allegedly sunk by the Soviets.While this is true, only during the Russian Spring did some of these details leak out. I have heard that another sub was involved, or that a ASW helo was used to do this in retaliation for the precieved loss of Soviet sub K-129. I should point out that K-129 was sunk while attempting to fire her missiles at Hawaii, and not by the USS Swordfish, as the Soviets believed. It is the authors contention that this may have been why Scorpion was attacked. Both Governments agreed to not discuss these two incidents, and that is why there was no conclusion to the inquest. It is a fact that Scorpion was attacked as the wreck does show an impact site still visible all these year later. I should also add that both actions would have been an act of war, And neither side wanted that( Thank God) Both crews died as heros, so Davy Jones keeps his secrets well. R.I.P.

Convincing but poorly-written

This book more or less functions as a companion piece to the author's other book on this theme "Red Star Rogue." The author's thesis is that the Soviets lost a submarine off Hawaii, the K129, and took revenge by attacking and sinking the USS Scorpion. This event took place during a time of heightened Cold War tension, as the North Koreans and Soviets had just attacked and captured the USS Pueblo. The Walker Spy Ring was in operation, and the author speculates that the intelligence bonanza aboard the Pueblo, combined with Walker's unmatched treachery, would have and did enable the Soviets to know of the Scorpion's location, and attack and sink her.

Frankly, I am pretty convinced. The authors make their case. This piece is best read after "Red Star Rogue" because the latter explains why the Soviets may have lost the K129 ballistic submarine and why they may have erroneously blamed the US Navy for that loss. The authors do a creditable job showing the weaknesses of the US Navy's official finding: that the Scorpion went down due to one of its own malfunctioning torpedoes. Well, we ordinary citizens will probably never know for sure.

This book does have some shortcomings. The authors provide us with endless anecdotes about the Scorpion crew, the details of the crews' families sufferings, etc. to an extent that a better editor would have condensed. They seem to be telling us about these details simply because they can. On the other hand, the details of the Pueblo incident and the Walker Spy Ring are interesting, and more than make up for this book's editing shortcomings. Worth reading. RJB.
